Having nothing better to than read through and compare this EULA to this EULA (EULA means about as much as 'software license'), yours truly just discovered that the Developer Edition no longer appeared to be restricted to non-commercial use.
I wasn't too sure if my findings (legal speak and all...) were correct so I asked around on the Flash Media List. Ten minutes later and Steve Wolkoff, Flash Media Server Product Manager, replied and confirmed:
"I was hoping to announce this at the MAX conference, but our 2.0.3 release had some important bug fixes that couldn't wait - so... we chose the needs of our customers over my need to have a spectacular MAX presentation. I guess I'll just have to return the fog machine and use the fireworks myself...
Yes, Stefan: FMS 2.0.3 has a EULA change that allows you to use the Developer Edition in commercial environments, within the 10 connection limit. Please note that there are some restrictions around clustering (can't do it) and/or load balancing multiple copies to form a ginormous network of Dev Editions (can't do that either).
However, we hope that this will help people get started using FMS in interesting commercial projects."
I'm sorry to have spoilt Steve's announcement...
On the upside this is great news for the Flash Media Server community as we can now use the FREE Developer Edition to host commercial applications! Remember, the Developer Edition is limited to 10 connections, unlimited bandwidth.
Well done Adobe, this will definitely dampen the loss of the Personal Edition for some of us. This is really good news.

I think that would help kill a great % of people that need to look for a way to get past it
in the end I feel that users having 20 connection would be more open to getting a upgrade LIC.
